Figsboro Road, particularly in view of the recent relocation and <br />construction of Patrick Henry College, and the topography, which <br />lends itself so well to development. <br /> <br />2. Rives Road Extended, in light of the potential development along <br />the new road between the City limits and Route 220 south. <br /> <br />3. Route 220 south between the City limits and the Industrial Park <br />(and beyond) particularly that section of Route 220 immediately <br />south of Smith River. <br /> <br />4. East Church Street, where relatively little development has taken <br />place up to now. <br /> <br />5. Stultz Road, which could be the first area to request service, in <br />light of developments which are already under consideration for <br />this area. <br /> <br />IV. POLICY CONSIDERATIONS: <br /> <br />The City Manager's recommendation is a two part one, as follows: <br /> <br />1. For those areas listed above which are already connected to the City <br />water system, a continuation of the present policy of individual <br />consideration of each application, under the terms of the existing <br />ordinance. <br /> <br />As a refinement of this situation, I cannot improve on Councilman <br />Hartford's recently stated view that no extension permitted by the <br />City be regarded as a precedent and that the City does not guarantee <br />any extension to any individual and that the public should be on <br />notice to protect themselves against the arisal of "emergency <br />situations". <br /> <br />2. For those areas listed above (and any others) which are not yet <br />served with City water, it is recommended that before the City <br />considers any requests from these presently unserved areas the <br />requests should first be made to PSA. The City would then forego <br />action on the application until there is communication with PSA, <br />always with the desire that the City and PSA would attempt to come <br />to mutual agreement on who would serve any area not now served. <br />Then, any extension approved by Council would be according to the <br />ordinance, and each contract would contain the recently inserted <br />clause in which the customer agrees not to oppose any future <br />annexation move by the City. <br /> <br />Several persons residing along Barrows Mill Road, and outside the City's north <br /> <br />corporate limits, appealed to Council for assistance toward providing them with <br /> <br />an adequate volume of water, the inadequacy of which results from a line (perhaps <br />
