The Industrial Park area, containing 9 connections. <br /> <br />5. Valleyview Road (off Lanier Road), containing 11 connections. <br /> <br />6. The IISouthside" area, generally including South Askin Street, <br />a portion of Memorial Boulevard, the old Dye Plant Road and the <br />Rivermont Heights area, with 218 connections. <br /> <br />7. Route 220 north in the general area where Armory Road intersects <br />Route 220, with 15 customers, including the Plaza Shopping Center. <br /> <br />B. Present Policy: <br /> <br />The present regulations have been in effect since December of 1957. <br />These regulations are specific in that each connection involves a <br />separate written contract and the extension of water and/or sewer <br />lines in accordance with City specifications. The adoption of this <br />existing contractural policy brought about beneficial change by <br />eliminating the extension of lines which do not meet specifications. <br />Some areas just outside the City limits are inadequately served <br />because, prior to the modern regulations, lines insufficient in <br />size to properly serve their respective areas were installed. <br />Thus, it i~ not practical to extend some of these lines, and some <br />need replacementr. <br /> <br />C. Administrative Problems: <br /> <br />By their very nature, these extensions beyond the City limits involve <br />special administrative-engineering situations and problems, a <br />combination of which easily justified the 100 per cent surcharge <br />which applies to the lIoutside" rate structur. The various individual <br />contracts require the time of Council as well as those on the <br />administrative and professional staff. Obviously, each contract <br />must be drawn to cover a specific situation. <br /> <br />II. THE HENRY COUNTY PUBLIC SERVICE AUTHORITY: <br /> <br />Until formation of PSA, there was less of a policy problem for the <br />City, because individuals outside the City limits had no potential <br />for public service except by petition to the City. The only contiguous <br />area served by PSA is the Finney subdivision, just outside, on Clearview <br />Drive. The Authority also serves Villa Heights, not quite contiguous to <br />the City, and three areas on Route 220 between Martinsville and Ridgeway. <br />This service by PSA, and its plans to serve additional areas, make it <br />necessary that the City and PSA continue their communication. <br /> <br />III. POTENTIAL AREAS: <br /> <br />It is somewhat surprising to contemplate the number of areas surrounding <br />the City which do not yet have City water but from which might come <br />requests for service at any time. <br />
