<br />1~ <br /> <br />TUESDAY <br /> <br />AUGUST 25, 1970 <br /> <br />In further considering the recent request from the 1970 Board of Assessors <br /> <br />,-, <br /> <br />(currently conducting the required quadrennial reassessment of taxable real <br /> <br />estate) that the Council establish the ratio-of-assessed-valuation-to-appraised_ <br /> <br />valuation, Council was apprised of State Code Section 58-512.1, providing for <br /> <br />the conversion of public service corporation valuations to local taxing ratios. <br /> <br />Council then unanimously established the local real estate assessment ratio <br /> <br />of 60% to apply to taxable real estate appraisals resulting from the current <br /> <br />,-- <br /> <br />reassessment, with the provision that--except for apprecia tion and/or depreciation <br /> <br />of properties--the tax rate to be established for the first-half tax billing for <br /> <br />1971 would be adjusted so as to impose no additional real estate taxes on local <br /> <br />property owners for said billing. <br /> <br />In response to a recent request by Council, City Manager Noland presented the <br /> <br />following suggested policy governing the extending of City water service beyond <br /> <br />the City's corporate limits, with which suggested policy Council concurred, <br /> <br />meanwhile requesting the City Manager to establish a file for new water service <br /> <br />requests from outside the City and to report thereon, compositely, to Council at <br /> <br />three-month intervals: <br /> <br />,,,,,-, <br /> <br />In accordance with Council's recent directive, this is an attempt to provide <br />information and make suggestions for Council's guidance in determining <br />whether to change the City's present policy as regards extension of water <br />lines outside the corporate limits. <br /> <br />I. BACKGROUND: <br /> <br />A. Areas presently served: <br /> <br />At the present time approximately 590 connections located outside the <br />City limits are served with City water. These customers consume an <br />estimated average of 4,230,000 gallons per month. The various areas <br />presently served are: <br /> <br />1. The IINorthside" area beginning with the extensions of the streets <br />lying just to the east of Figsboro Road, and between these streets <br />and Glendale Street, off Clearview Drive, with 88 connections. <br /> <br />2. The Chatham Road are, which includes the recently acquired Wood- <br />land Heights area, containing 217 connections. <br />
