<br />]] <br /> <br />TUESDAY <br /> <br />JULY 28, 1970 <br /> <br />-- <br /> <br />In addition, Dr. Mathes informed Council that, with the approval of the several <br /> <br />local governing bodies involved, the State Health Department proposes to <br /> <br />replace the present geographical health district with an enlarged district, <br /> <br />whereupon motion, duly seconded and unanimously carried, Council registered <br /> <br />its approval with adoption of the following resolution: <br /> <br />- <br /> <br />WHEREAS, the formation of district health departments in the State of <br />Virginia is provided for by Section 32-40.2 of the CODE OF VIRGINIA, <br />1950 (and as amended); and <br /> <br />WHEREAS, any combination of counties and cities, or either of them, by <br />separate resolution duly adopted by a majority vote of their respective <br />governing bodies, may create a district health department; nad <br /> <br />WHEREAS, the governing bodies of such counties and cities may enter into <br />contractual agreement with the Virginia Department of Health for the <br />operation of the district health department thus created; and <br /> <br />WHEREAS, the City of Martinsville is now organized as part of the <br />Martinsville-Henry County-Patrick County Health District; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville. Virginia, in <br />regular meeting assembled this twenty-eighth day of July, 1970, that it <br />does hereby approve of the dissolution of the above-named health district <br />and, further, it does hereby approve of the formation of a new health <br />district which shall encompass the counties of Franklin, Henry, and <br />Patrick and the City of Martinsville, to be designated as the Franklin, <br />Henry, & Patrick Counties-and-City of Martinsville Health District, all <br />within the boundaries of the Twelfth District Planning Commission. <br /> <br />In connection with the current (1970-71) quadrennial reassessment of real <br /> <br />estate in progress, Council was informed that the Board of Assessors will <br /> <br />soon require from Council an established assessment ratio in order that <br /> <br />the Assessors may apply same to its appraisal findings to determine the <br /> <br />taxable value of real estate. There was also brought to Council's attention <br /> <br />the need for its setting the tax rate--should it change the assessment <br /> <br />ratio--for property tax bills to be rendered in 1971.
