<br />:::0 <br /> <br />TUESDAY <br /> <br />JULY 28, 1970 <br /> <br />As the City's 50% share of the cost of retaining consultant services to <br /> <br />develop the first two phases of an in-depth study for the County-City <br /> <br />Consolidation Study Commission, Council appropriated (from its General <br /> <br />Fund Emergency Account) the sum of $5,375.00, the use of which being <br /> <br />contingent upon the County of Henry (Supervisors) making available a <br /> <br />like amount. <br /> <br />Authorizing City Manager Noland to file an application with the U. S. <br /> <br />Government's Department of Housing and Urban Development for a grant in <br /> <br />the amount of $20,300.00 (under Title VII of the Housing Act of 1961), <br /> <br />to acquire and develop certain lands owned by the Martinsville Community <br /> <br />Recreation Association, Inc., located in South Martinsville, Council <br /> <br />unanimously adopted the following resolution: <br /> <br />WHEREAS Title VII Public Law 87-70 of the Housing Act of 1961, as <br />amended, provides for the making of grants by the Secretary of Housing <br />and Urban Development to States and local public bodies to assist them <br />in the acquisition and development of permanent interests in land for <br />open-space uses where such assistance is needed for carrying out a <br />unified or officially coordinated program for the provision and <br />development of open-space land as part of the comprehensively planned <br />development of the urban area; and <br /> <br />WHEREAS the City of Martinsville (herein sometimes referred to as <br />"Applicant") desires to acquire and develop certain lands known as land <br />acquired by the Martinsville Community Recreation Association, Inc., and <br />located in South Martinsville as recorded in the City of Martinsville <br />Corporation Court Clerk1s Office in Deed Book 96, Page 411; Deed Book <br />96, Page 418; Deed Book 96, Page 420; Deed Book 96, Page 423 and Deed <br />Book 97, Page 786, which land is to be held and used for permanent <br />open-space land for park&Recreation use; and <br /> <br />WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations <br />of the Department of Housing and Urban Development effectuating the <br />Title, provide that no person shall be discriminated against because <br />of race, color, or national origin in the use of the land acquired <br />and/or developed; and <br /> <br />WHEREAS it is estimated that the cost of acquiring said interest(s) <br />will be $40,600.00; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-eighth day of July, 1970: <br /> <br />1.
