:::0 TUESDAY JULY 28, 1970 As the City's 50% share of the cost of retaining consultant services to develop the first two phases of an in-depth study for the County-City Consolidation Study Commission, Council appropriated (from its General Fund Emergency Account) the sum of $5,375.00, the use of which being contingent upon the County of Henry (Supervisors) making available a like amount. Authorizing City Manager Noland to file an application with the U. S. Government's Department of Housing and Urban Development for a grant in the amount of $20,300.00 (under Title VII of the Housing Act of 1961), to acquire and develop certain lands owned by the Martinsville Community Recreation Association, Inc., located in South Martinsville, Council unanimously adopted the following resolution: WHEREAS Title VII Public Law 87-70 of the Housing Act of 1961, as amended, provides for the making of grants by the Secretary of Housing and Urban Development to States and local public bodies to assist them in the acquisition and development of permanent interests in land for open-space uses where such assistance is needed for carrying out a unified or officially coordinated program for the provision and development of open-space land as part of the comprehensively planned development of the urban area; and WHEREAS the City of Martinsville (herein sometimes referred to as "Applicant") desires to acquire and develop certain lands known as land acquired by the Martinsville Community Recreation Association, Inc., and located in South Martinsville as recorded in the City of Martinsville Corporation Court Clerk1s Office in Deed Book 96, Page 411; Deed Book 96, Page 418; Deed Book 96, Page 420; Deed Book 96, Page 423 and Deed Book 97, Page 786, which land is to be held and used for permanent open-space land for park&Recreation use; and WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations of the Department of Housing and Urban Development effectuating the Title, provide that no person shall be discriminated against because of race, color, or national origin in the use of the land acquired and/or developed; and WHEREAS it is estimated that the cost of acquiring said interest(s) will be $40,600.00; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this twenty-eighth day of July, 1970: 1.
