<br />lit <br /> <br />TUESDAY <br /> <br />JULY 14, 1970 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this fourteenth day of July, 1970, that <br />Section 7-2 of the Code of the City of Martinsville, Virginia (1956) <br />be--and is hereby--amended to read as follows: <br /> <br />Section 7-2. Duty of owners of vacant lots to cut weeds, etc. <br /> <br />It shall be the duty of the owner of any vacant lot in the <br />City to cut, or cause to be cut, grass, weeds and other foreign <br />growth on such property in such manner and as often as be <br />necessary as will maintain same in a neat and orderly appearance <br />characteristic of regular care and attention. Should the owner <br />of such property fail or refuse to abide by the foregoing <br />requirement, then the Director of Public Works, after giving <br />reasonable notice, shall have the grass, weeds and other foreign <br />growth cut, in which event, the cost and expenses thereof shall <br />be chargeable to and paid by the owner of such property. Such <br />cost and expenses, if not paid, shall constitute a lien against <br />such property. <br /> <br />An emergency existing, this ordinance shall be in force from date <br />of adoption. <br /> <br />By letter dated July 14, 1970, Mr. A. Paul Reynolds, owner-operator of <br /> <br />Reynolds Radio Service, requested Council's permission to erect a radio tower <br /> <br />and a small equipment or control building on City-owned property on Grandview <br /> <br />Road, being the site of a City water storage tank. Council referred this <br /> <br />request to City Manager Noland and Public Works Director Brown for study and <br /> <br />recommendation which, if favorable to petitioner, would include a proposed <br /> <br />contract for Council's consideration. <br /> <br />Upon motion, duly seconded and unanimously carried, Council granted to the <br /> <br />Commonwealth of Virginia and its Department of Highways an option to acquire <br /> <br />by donation from the City the following described property and/or easement in <br /> <br />connection with Route 57 improvements (identified as Project No. 0057-120-103, <br /> <br />RW-20l): <br /> <br />Being as shown on Sheet l4-B of the plans for Route 57, State Highway <br />Project 0057-120-103, RW-20l, and lying on the southwest (left) side <br />of the relocated Bethel Lane Centerline, adjacent to southwest existing <br />
