<br />,.,.- <br /> <br />_._-_..".------'---------_.~,.._-,._--_.._----"--,-" <br /> <br />] <br /> <br />TUESDAY <br /> <br />JUNE 23, 1970 <br /> <br />At its regular meeting on June 18, 1970, the Martinsville City Planning <br />Commission gave consideration to a request submitted by Mr. Ben White, <br />representative for Triangle Development, that Council adopt a resolution <br />granting permission to local qualified housing owners of property to <br />participate in the Federal Rent Supplement Program under the provisions <br />of Section 101 of the Housing & Urban Development Act of 1965. <br /> <br />Following much discussion of this matter, the Commission voted to <br />recommend to Council that this resolution be adopted. <br /> <br />The Commission felt in taking this action that inasmuch as local <br />developers are presently offering to qualified persons home ownership <br />under a subsidized interest program and the FHA is determining and will <br />determine needs in the City under the Rent Supplement Program, qualified <br />persons in this category should not be denied the benefits of this <br />subsidy program. <br /> <br />The Planning Commission respectfully submits the above recommendation <br />for Council's further consideration. <br /> <br />Following considerable discussion of this matter, i.e., Federal Rent Supplement <br /> <br />Program, as well as receiving comments from several citizens thereon, and there <br /> <br />being no "second" to either of two motions offered, which--if carried--would <br /> <br />either have accepted or rejected the Planning Commission1s recommendation, <br /> <br />Council continued this proposal for further consideration at its next meeting <br /> <br />or to such time all members of Council would be present. <br /> <br />In connection with the option held by the City from the Daniel Creek Weter <br /> <br />Company for the purchase of that firm's Woodland Heights water system for <br /> <br />the sum of $30,000.00, Mr. Robert Grant, Executive Secretary of the County <br /> <br />of Henry, reiterated the position of the Henry County Public Service Authority, <br /> <br />as heretofore expressed, that the Authority desires to acquire said system <br /> <br />but is prevented from negotiating with the owner so long as the City holds its <br /> <br />purchase option. Mr. Grant stated further that the Authority, if it can <br /> <br />acquire the system, would depend upon the City for water service until such <br />Cubine <br />time the Authority can develop water supply sources.
