<br />!() <br /> <br />TUESDAY <br /> <br />MAY 26, 1970 <br /> <br />Council, in acknowledging the retirement on April 30, 1970, of Mr. Raymond <br /> <br />L. Childress, a water treatment plant operator since 1962, expressed its <br /> <br />appreciation to Mr. Childress for his fine service during his tenure as <br /> <br />well as best wishes to him in his retirement. <br /> <br />Council also acknowledged the announcement by City Manager Noland of the <br /> <br />appointing of Mr. Wilbur M. Sims as Librarian of Martinsville Memorial <br /> <br />Public Library, effective May 15, 1970. <br /> <br />Pursuant to its recently-announced policy of withholding consideration and/or <br /> <br />action on any requests for utility service from residents outside the City's <br /> <br />corporate limits, pending the results of negotiations between the City and the <br /> <br /> <br />County of Henry (and/or the Henry County Public Service Authority) which <br /> <br /> <br />anticipate an orderly plan by which such services might best be provided, <br /> <br /> <br />Council held in abeyance the petition filed by Mr. F.B. Davis, as Agent for <br /> <br />Mr. J. Francis Washburn, requesting water service from the City to a single <br /> <br />residence located just outside the City's Industrial Park. <br /> <br />Council acknowledged receipt of City Manager Noland's recommended City Budget <br /> <br />for the fiscal year 1970-71, accompanied by the Manager's Budget Message. <br /> <br />Council called for a duly-advertised public hearing on said recommended <br /> <br />budget to be conducted at a special meeting of Council scheduled for <br /> <br />Tuesday, June 16, 1970, beginning at 7:30 P.M. <br /> <br />City Attorney Cubine, in citing the need for up-dating the City's 1956 Code <br /> <br />and ordinances and for the publishing of an up-dated code and for a system <br /> <br />by which revisions in the future might easily be effected through <br /> <br />supplements, recommended the acceptance of a proposal by Michie City <br /> <br />publications Company, Charlottesville, Virginia, by which this firm will <br />
