<br />8 <br /> <br />TUESDAY <br /> <br />MAY 12, 1970 <br /> <br />Woodland Heights area water system of the Daniel Creek Water Company would <br /> <br />become a part of the City's water system. Mr. Reynolds informed Council <br /> <br />that the Henry County Public Service Authority has been negotiating for <br /> <br />quite some time with the Daniel Creek Water Company toward acquiring the <br /> <br />Woodland Heights area system and, inasmuch as this area is in Henry County <br /> <br />and within the service jurisdiction of the Authority, deferral by the City <br /> <br />.- <br /> <br />of exercising said option would be appreciated. Meanwhile, Council informed <br /> <br />Mr. Reynolds that the Daniel Creek Water Company voluntarily tendered to the <br /> <br />City said purchase option and, also, requested of the City emergency water <br /> <br />service for the Woodland Heights area because no other jurisdiction is able <br /> <br />to furnish such service and because the Water Company's source of water <br /> <br />supply for the area presently is insufficient to serve the area customers. <br /> <br />Accordingly, the City and the Water Company entered into an agreement <br /> <br />(dated April 16, 1970) whereby the City would and is furnishing emergency <br /> <br />water for this area for a temporary period of thirty days, which agreement <br /> <br />included the aforesaid purchase option (also for thirty days) which the <br /> <br />Water Company has extended beyond May 15th. <br /> <br />~- <br /> <br />To parallel a revision by the 1970 Virginia General Assembly, Council adopted <br /> <br />the following ordinance (effective July 1, 1970) restricting the keeping of <br /> <br />inoperative automobiles on residential and commercial property within the <br /> <br />Cityts corporate limits: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, in regular <br />meeting assembled this twelfth day of May, 1970, that it shall be <br />unlawful for any person, form or corporation to keep, except within a <br />fully-enclosed building or structure, on any property zoned for <br />residential or commercial purposes, any automobile or automobiles <br />whose condition is such that it is economically impractical to make <br />them operative; provided, however, that the provision of this ordinance <br />shall not apply to a licensed business which on the effective date of <br />this ordinance is regularly engaged in business as an automobile <br />dealer, salvage dealer or scrap processor. <br />
