<br />..,. {l <br />ru <br /> <br />TUE SDA Y <br /> <br />APRIL 14, 1970 <br /> <br />Representatives of the Martinsville-Henry County SPCA Chapter appeared before <br /> <br />Council and--both verbally and in writing--outlined the activities and needs of <br /> <br />the local Chapter, requesting Council to allot the sum of $150.00 per month to <br /> <br />the Chapter in support of its work and its animal shelter, now costing the Chapter <br /> <br />some $12,000.00 per year. Emphasis was placed by the Chapter upon its role in <br /> <br />relieving the City.s Dog Pound of stray dogs and some of the cost of impounding <br /> <br />same. Mr. Robert N. Crockett, of 1007 Mountain Road, while expressing no <br /> <br />criticism of the work of the SPCA Chapter, questioned the contributing of public <br /> <br />funds--if Council were so to do--to what he termed a private agency and, further- <br /> <br />more, expressed the opinion that the City.s current dog ordinance regulations are <br /> <br />adequate and sufficient to answer the needs of the public. Council deferred <br /> <br />further consideration of the SPCA request, pending an exploration of this request <br /> <br />by City Manager Noland with Mr. Robert Grant, Executive Secretary of the County <br /> <br />of Henry. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, <br /> <br />a petition filed by Mr. G. C. Salmons, Jr., requesting the rezoning--from IIR-911 to <br /> <br />"R-611--of certain property at the end of Mountain Road and, also, filing an application <br /> <br />for a special-use permit, both to allow a mobile home court at said location. <br /> <br />In connection with the proposed reconstruction of Brookdale Road, from East Church <br /> <br />Street to Spruce Street, Council adopted the following resolution requesting the <br /> <br />State Highway Commissioner to acquire rights-of-way for said project and to convey <br /> <br />titles thereon to the City of Martinsville (upon completion of the project), with <br /> <br />the City of Martinsville to bear 15% of total costs thereof so incurred: <br /> <br />WHEREAS, Section 33-57 of the CODE OF VIRGINIA (as amended by the 1966 <br />session of the Virginia General Assembly) authorized the State Highway <br />Commissioner to acquire rights of way for the construction, reconstruction, <br />alteration, maintenance and repair of public highways within municipalities <br />on projects which are constructed with State or Federal participation; and <br />
