<br />7. <br /> <br />TUE SDAY <br /> <br />APRIL 14, 1970 <br /> <br />Mrs. Clark and her committee for their efforts and for their report findings, indicating <br /> <br />support of the committee in every way possible. Meanwhile, Mayor Renick asked Mr. Carl <br /> <br />H. Bach, former chairman of the deactivated Smoke Abatement Committee, to assume the <br /> <br />responsibility of studying local air pollution conditions and problems and to report <br /> <br />his findings to Council. <br /> <br />,- <br /> <br />Mr. Henry C. Reed, Chairman of Martinsville City School Board, and Mr. John D. Richmond, <br /> <br />Superintendent of local Public Schools, appeared before Council and presented a <br /> <br />recommended school budget (for 1970-71), for operational expenses, of $2,756,378.00, <br /> <br />representing a total recommended expenditure increase of some $21,600.00 over current <br /> <br />appropriations; however, because of increased property values within the City, <br /> <br />indicating an increasing local support ability, and because of certain other factors <br /> <br />in computing the financial support of the State of Virginia, financial aid from the <br /> <br />State of Virginia for 1970-71 will be some $128,000.00 less than for 1969-70, thus <br /> <br />representing an increase in local funds (for 1970-71) of $149,847.00. Chairman Reed <br /> <br />pointed out that the requested budget contained no funds for a proposed new shop <br /> <br />facility at the new Senior High School, which the Board has under consideration and, <br /> <br />therefore, the Board during the forthcoming budget year might request of Council <br /> <br />additional funds to finance the cost of developing plans for such a facility. It was <br /> <br />pointed out, too, that the recommended School Budget proposes a five per cent (5%) <br /> <br />increase in salaries and wages for school personnel, although a greater increase would <br /> <br />have been desirable. A similar preference, as to salary increases, was expressed by <br /> <br />Mr. John McCraw, President-Elect of the Martinsville Education Association and current <br /> <br />chairman of its Salary Committee; however, Mr. McCraw expressed appreciation for the <br /> <br />Association of the salary increase proposal oc the Board as well as to the Board, the <br /> <br />City Council, and the School Superintendent for their consideration and assistance. <br />
