Public Works Director George <br /> <br />W. Brown reviewed for Council the various properties the City has acquired for <br /> <br />recreational purposes as well as their development and, furthermore, the need <br /> <br />for acquiring and developing additional tracts of land for such usage. Mr. Connie <br /> <br />R. Hill, representing several organizations, outlined the contributions several <br />--and are making-- <br />such organizations and many individuals have made~-toward the local recreational <br /> <br />- <br /> <br />programs, both in developing physical facilities and in personal activities. In <br /> <br />conclusion, Mr. Hill recommended that City Council establish a Recreation Advisory <br /> <br />Commission to assist further in the total recreational program. <br /> <br />In presenting a proposed Charter Agreement of the West Piedmont Planning District <br /> <br />Commission, Mr. Leon Globman and Councilman (& Vice-Mayor) Francis T. West, <br /> <br />representatives of the City of Martinsville thereon, informed Council that <br /> <br />Martinsville has been designated as district headquarters of said District Commission <br /> <br />and, if the Charter Agreement is approved by the various governmental jurisdictions <br /> <br />involved on or before March 31, 1970, the Commonwealth of Virginia will begin to <br /> <br />escrow State funds therefor. These representatives further indicated that the <br /> <br />estimated annual budget for the District Commission will be between $65,000.00 and <br /> <br />$75,000.00, with the State contributing approximately $45,000.00 of the total. <br /> <br />After some discussion, Council unanimously approved said proposed Charter Agreement. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, <br /> <br />a petition filed by Humble Oil & Refining Company (Mr. Nick Lawyer, Sales Representa- <br /> <br />tive), requesting the rezoning to "C-3" of petitioner's property at 698 Liberty Street <br /> <br />(corner of Liberty Street and Clearview Drive), site of a service station operated by <br /> <br />petitioner, in order that petitioner might make certain improvements to its facility, <br /> <br />which improvements are prohibited or restricted under the present "C-l" zoning. <br />
