<br />- <br /> <br />--------",."--~_..- <br /> <br />f <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1970 <br /> <br />Fire Chief John Lloyd Gregory, Council cited and commended Mr. James <br /> <br />Franklin Deal, Jr., a local high school student, for his alertness and <br /> <br />valor in rescuing a local citizen from injury and probable death during <br /> <br />a fire that occurred on December 13, 1969: <br /> <br />A Fire alarm was received on the above date to the home of Jerry M. <br />Seay, age 76. Engines 6, 7 and Truck 3 responded, of which is normal <br />procedure for a house fire. Upon arrival the Captain found that the <br />whole structure was completely involved in flames and that the above <br />occupant had been removed from the house by James Franklin Deal, Jr., <br />age 18, who is a student at Martinsville High School and also a member <br />of the Martinsville-Henry County Life Saving Crew. <br /> <br />James Franklin Deal, Jr. gave me the following statements concerning <br />his actions and discovery of the fire. He stated he was proceeding <br />east on Church Street and noticed that the above home was on fire with <br />flames coming from under the roof. He immediately stopped his vehicle <br />and went to the home to see if anyone was in the house. He found <br />Mr. Seay in the back hallway of the home and led him outside to safety. <br />Once outside he discovered that Mr. Seay was almost totally blind. <br /> <br />Mr. Seay stated that he was attempting to find his way out, but could <br />not tell the front from the rear of the house. <br /> <br />There is no doubt that the training, quick action and valor displayed <br />by James Franklin Deal, Jr. saved the life of Mr. Seay. <br /> <br />Mr. C. P. Lamm, Vice President & Division Manager of Lee Telephone Company, <br /> <br />appeared before Council and presented a progress report on expansion and <br /> <br />improvements to Lee Telephone's system, indicating that toll-free service <br /> <br />between Martinsville and points in Henry County will become effective March <br /> <br />31, 1970 and, furthermore, that the tariffs now in effect for local telephone <br /> <br />service will be adjusted also on March 31st, pursuant to rates already <br /> <br />approved by the State Corporation Commission. <br /> <br />City Manager Noland and City Attorney Cubine reviewed with Council various <br /> <br />proposed legislative bills before the 1970 General Assembly, with Council <br /> <br />authorizing the Manager and Attorney to express the City's interests and <br /> <br />wishes to various legislators and other officials where proposed legislation <br /> <br />effects the City's interest. <br /> <br />-._-_.,-_.,...----~------_._..- <br />
