<br />') <br />_'.J <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1970 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this twenty-fourth <br />day of February, 1970, that the Zoning Ordinance and the <br />Zoning Map of the City of Martinsville be--and are hereby-- <br />amended to reclassify to "P-2 Professional" that area of <br />land owned by Lester Lumber Company, Inc., as located between <br />the street right-of-way along the north side of Northside <br />Drive and the south lot line of the 8~-acre tract owned by <br />J. R. S. Enterprises, said area being approximately three <br />hundred feet in depth, bounded on the/east by the access <br />road from Northside Drive to the new Memorial Hospital <br />development and bounded on the northwest by a projection <br />of the northwest property line--to Northside Drive--of said <br />J. R. S. Enterprises. <br /> <br />Council entered into its record the following report of City Attorney Cubine <br /> <br />concerning proceedings before the State Corporation Commission on the <br /> <br />application of Southwestern Virginia Gas Company for a rate increase: <br /> <br />The application of the Company seeks to increase it revenue <br />from $876,207.00 during the twelve (12) month period ending <br />August 31, 1969 by $218,762.00 annually. <br /> <br />The rate increase sought by the Gas Company would range from <br />108% to the smallest user down through the increase of 86% <br />for the next smallest user, 61% for the next smallest user, <br />36% and then 31%. The over-all increase would amount to <br />approximately 25% on the average. In otherwords, the smaller <br />the user the higher the percentage of increase. <br /> <br />The City of Martinsville and the Staff of the State Corporation <br />Commission introduced evidence that the claim of the Gas Company <br />is excessive. The Staff of the Commission has taken the position <br />that an approximate $124,151.00 should be allowed and not the <br />$218,762.00 as requested. The witnesses for the City indicated <br />that an increase of $36,078.00 could be required and possibly, <br />if a portion of the excessive capacity under construction by the <br />Company were disallowed for present rate increases, no increases <br />would be required at this time except for the increase of the <br />cost of the gas purchased. The Commission has taken this under <br />consideration. <br /> <br />In acknowledging receipt of the 1969 annual report of the Martinsville <br /> <br />Volunteer Fire Company as well as the presence of a number of members <br /> <br />of this organization, Council commended the group for its outstanding <br /> <br />contributions over the years to the safety and welfare of the citizens <br /> <br />of Martinsville.
