<br />
<br />Council was informed that, preceipitated by the recent appropriation of
<br />
<br />Congress of $800,000,000 for grants to pollution control construction, it
<br />
<br />is recommended that the Commonwealth of Virginia participate in eligible
<br />
<br />costs to the extent that the burden of cost upon local governments for such
<br />
<br />construction be reduced from the present absolute minimum of 67% to 20% of
<br />
<br />eligible construction costs. Council was also informed that the City of
<br />
<br />Martinsville and other like localities will be required by the State Water
<br />Board
<br />Control/to institute secondary treatment of sewage by 1972, thus imposing
<br />
<br />an additional cost burden upon the City and other localities. Council
<br />
<br />indicated its support toward urging the State of Virginia to participate in
<br />
<br />the cost of eligible construction to the extent outlined above, i.e., a
<br />
<br />minimum of 25%, with the Federal Government sharing 55% of the costs.
<br />
<br />Council authorized and directed City Attorney Cubine, if statutory time
<br />
<br />limitations permit, to prepare such notices and documents to allow Council
<br />
<br />to request the current 1970 General Assembly to amend the City's Charter
<br />
<br />whereby the present property tax rate of $2.25 be increased to $2.75 per
<br />
<br />one hundred dollars of assessed valuation.

<br />Council unanimously expressed concurrence with the tenor of a request filed
<br />
<br />by the University (of Virginia) Young Republican Club, seeking support of
<br />
<br />the current efforts of the President of the United States toward achieving
<br />
<br />a lasting peace and, accordingly, Council expressed such support.
<br />
<br />City Attorney Cubine informed Council that the State Corporate Commission has
<br />
<br />rescheduled a public hearing date--from January 5th to February 16, 1970--on
<br />
<br />Southwestern Virginia Gas Company's filed rate application revision, which the
<br />
<br />City and the County of Henry will oppose.
