Caffey requested the rezoning (from "R-6" to "P-2") <br /> <br />of property located at 407 Starling Avenue, on which property Dr. Caffey has <br /> <br />an option to purchase and which property Dr. Caffey proposes to convert to <br /> <br />professional office facilities. Council referred this petition to the Planning <br /> <br />Commission for its consideration and recommendation, suggesting that the <br /> <br />required public hearings of both the Commission and the Council be conducted <br /> <br />jointly at Council's forthcoming December 9th meeting in order to expedite <br /> <br />the processing of this petition. <br /> <br />Pursuant to applicable State Statutes, Council authorized its Clerk to <br /> <br />indicate--by "initial"--approval of statutory bonds required of the recently- <br /> <br />appointed local court judges and their substitutes, viz., <br /> <br />(1) Kenneth M. Covington, Judge of Martinsville Municipal Court; <br />(2) J. English Ford, Judge of Martinsville Juvenile & Domestic Relations <br />Court; <br />(3) Douglas K. Frith, Substitute Judge; and <br />(4) Ebb H.
