<br />TUESDAY <br /> <br />FEBRUARY 25, 1975 <br /> <br />off-set by revenue (reimbursement) from Federal-State aid. In connection with <br /> <br />the operation of the Social Services Department, the question was raised as to <br /> <br />whether a Policy Board, such as was in existence until June 30, 1974, or an <br /> <br />advisory board might be reactivated and/or appointed. Too, in response to a <br /> <br />suggestion that some welfare family recipients should have financial guidance, <br /> <br />it was pointed out that this is prohibited under existing regulations. On the <br /> <br />matter of possibly reactivating the Welfare Board or appointing a new Board, <br /> <br />Council asked City Manager Noland to study this possibility and the facets <br /> <br />thereof and report back to Council. <br /> <br />Council acknowledged recepit of the annual report of the Martinsville Volunteer <br /> <br />Fire Company and, in so doing, commended the Company for its outstanding service <br /> <br />to the City over the years. <br /> <br />Council acknowledged receipt, also, of the following two requests for construction <br /> <br />of curb-and-gutter and/or sidewalk, directing that said requests be filed for <br /> <br />consideration at Council's annual review of like requested projects: <br />(1) for 100 feet of sidewalk along the west side of High Street, <br />adjacent to High Street Baptist Church; and <br />(2) for sidewalk between 800 Starling Avenue and 812 Starling <br />Avenue. <br /> <br />In connection with a recent request by Council, the City's Public Works Department, <br /> <br />after reviewing Council's past established policies with regard to construction of <br /> <br />curb-and-gutter and/or sidewalk on a shared-cost basis, presented estimates of <br /> <br />current costs of constructing curb-and-gutter and/or sidewalk, following which <br /> <br />presentation Council, upon motion (duly seconded), directed that--on future <br /> <br />applications for such construction as are approved and the work authorized--property <br /> <br />owners shall pay 50% of the cost incurred by the City. <br />
