<br />TUESDAY <br /> <br />FEBRUARY 25, 1975 <br /> <br />to apply for H&CD aid be held at the regularly-scheduled election date. <br /> <br />In considering a "Comprehensive Plan for Senior Citizens" recently prepared by <br /> <br />the West Piedmont Planning District Commission, it was pointed out that prior <br /> <br />majority negative action thereon by other jurisdictions (within the Planning <br /> <br />District) precludes the necessity of action being taken by Martinsville City <br /> <br />Council because of present charter provisions of the Comprehensive Plan <br /> <br />organization. Mr. Odell Gray, Superintendent of the City's Social Services <br /> <br />Department, expressed the opinion that existing agencies are fully capable of <br /> <br />meeting the needs of senior citizens; however, Mrs. John Manson, a member of the <br /> <br />Study Committee on Aging, in describing the scope of the plan, emphasized that <br /> <br />such was not just another social services program but, rather, is designed to <br /> <br />enable senior citizens to contribute actively to the well-being of the community <br /> <br />and, furthermore, such a plan can be sponsored by one or more local jurisdictions <br /> <br />irrespective of decisions by other district jurisdictions not to approve the WPPDC <br /> <br />plan. With members of Council expressing the desire to provide assistance to <br /> <br />senior citizens and to improve the quality of life for them, Council directed that <br /> <br />the City ascertain from Henry County whether Henry County is interested in joining <br /> <br />with the City in such a project. <br /> <br />Upon receiving a tabulation from the City's Social Services Department as to its <br /> <br />additional financial needs for the current fiscal year, Council increased the <br /> <br />appropriation for emergency relief by $1,500.00, transferring this appropriation <br /> <br />sum from a balance left in the Patrick Henry Mental Hygiene Clinic account, and <br /> <br />also appropriated the sum of $164,194.00 to the Social Services Department, to be <br />
