<br />TUESDAY <br /> <br />FEBRUARY 25, 1975 <br /> <br />eliminate--though the referendum dictate filing for Federal funds--the City's <br /> <br />chances of filing for and receiving Federal funds in fiscal 1975-76. Councilman <br /> <br />Greene further pointed out that, because some Revenue-Sharing funds have been <br /> <br />used the past two years for City operating expenses, i.e., to balance the budget, <br /> <br />a practice he opposes and because the prospects are slim for any Revenue-Sharing <br /> <br />funds being available in 1975-76 for much-needed improvements, the failure by the <br /> <br />City to seek and obtain H&CD aid precludes the proceeding with Phase 2 of the CBD <br /> <br />project or with other capital improvements unless bonds therefor are issued and/or <br /> <br />taxes increased. Vice-Mayor Hobson questioned the need at this time for acting <br /> <br />upon the motion, stating that same is too far in advance of the next general <br /> <br />election. Councilman Fitz-Hugh expressed accord with Councilman Greene's opposition <br /> <br />to using Revenue-Sharing funds for general operating expenses and, further, <br /> <br />advocated using Revenue-Sharing funds for the CBD project, meanwhile expressing <br /> <br />the opinion that citizens should be given the opportunity to express themselves <br /> <br />on this matter through a referendum after the City has developed plans for the <br /> <br />intended usage of H&CD aid. Councilman Fitz-Hugh also suggested that, contingent <br /> <br />upon a "deadline" for 1975-76 filing, the Council might address itself to the <br /> <br />question of filing a 1975-76 pre-application before the referendum. Mr. Thomas J. <br /> <br />Womack, referring to the recently-conducted public hearings on this subject, stated <br /> <br />that his understanding of Council's action thereon indicated that Council would <br /> <br />proceed with the compiling of necessary data preparatory to filing an application <br /> <br />for 1975-76 funding, meanwhile urging that the City move ahead in this direction <br /> <br />and apply for 1975-76 funding and forego action on Councilman Lester's motion. <br /> <br />Also referring to Council's recent action in this matter, Mr. Francis T. West <br /> <br />asked for--and received--confirmation that the intent of said action (on February <br /> <br />11, 1975) is to forego filing for 1974-75 aid. On a recorded vote on Councilman <br /> <br />Lester's motion, which was seconded by Councilman Fitz-Hugh, Messrs. Lester, <br /> <br />Fitz-Hugh, and Boaz voted in the affirmative and Messrs. Greene and Hobson <br /> <br />against, thus the motion r~rr;=A <br />
