Williams to membership on said Council, as a representative of <br /> <br />the City of Martinsville, for a full three-year term beginning January 1, 1975. <br /> <br />Upon request of the Martinsville-Henry County Health Department, Council <br /> <br />appropriated to said agency the sum of $1,200.00 as the City's share to help <br /> <br />finance and continue a program within said department, subject to proportionate <br /> <br />financial participation by other local governmental jurisdictions involved. <br /> <br />In connection with and interpretation of Section l7-27(b) of the City Code, <br /> <br />pertaining to the billing for water and sewer services furnished apartment <br /> <br />buildings, Council directed that the application of this section shall become <br /> <br />and be effective January 1, 1975, except for those recently-constructed <br /> <br />apartment buildings, or those in process of being constructed, where the <br /> <br />developers thereof were presented the option and choice set forth in said section. <br /> <br />City Manager Noland presented to Council a recently-compiled report, prepared <br /> <br />by the West Piedmont Planning District Commission, of a survey of college <br /> <br />curricula and educational 9pportun.ities available ,:to :are.aciti2ie.nl;l. <br /> <br />In response to recent inquiries from citizens pertaining to refuse-and-garbage <br /> <br />collection procedures, as well as to their requests for additional pick-up <br /> <br />service following the recent Christmas season, Council authorized and directed <br />
