Gard, Sr., informed Council that the effect of these wage-and-hour <br /> <br />laws may curtail some of the non-enforcement services heretofore rendered by his <br /> <br />departmental personnel, such as escort services; and, further, will require some <br /> <br />adjustment of court sessions in order to accommodate officers whose presence is <br /> <br />required in such sessions. In addition, it is contemplated that his departmental <br /> <br />personnel, who often are employed by second employers during off-duty hours, will be <br /> <br />paid directly by the City for such services in accordance with Federal wage-and-hour <br /> <br />regulations, with the second employers to reimburse the City for the costs thereof. <br /> <br />Upon being informed that a recently-prepared Regional Housing Plan proposed and <br /> <br />approved by the West Piedmont Planning District Commission has been subject to public <br /> <br />hearings by the City's Planning Commission and that a special committee--appointed by <br /> <br />Council on October 22, 1974 to study said plan and submit its recommendations thereon <br /> <br />to Council~-having clarified certain sections thereof with regard to implementation, <br /> <br />now recommends adoption of the plan, Council unanimously adopted the Regional Housing <br /> <br />Plan. <br /> <br />In response to a letter (dated November 20, 1974) jointly from the Trust Department of the <br /> <br />Piedmont Trust Bank, as agent for the Whitney Shumate Estate, and from Mr. Irving M. Groves, <br /> <br />Sr., Board Chairman-Emeritus of said bank and part owner of property involved, requesting <br /> <br />that real estate taxes be waived on lot 88 and the south half of lot 87 on the west side <br /> <br />of Jackson Street and lot 89 on the west side of West Church Street so long as this <br /> <br />property is being used by the City for public recreational purposes, pursuant to letter <br /> <br />dated January 24, 1972 authorizing usage by the City for these purposes, Council authorized <br /> <br />the entering into a lease agreement with the owners whereby the City would pay rental--in <br /> <br />lieu of waiving said taxes--at an annual rental commensurate with the amount of property <br />
