<br />4(1 <br /> <br />TUESDAY <br /> <br />DECEMBER 10, 1974 <br /> <br />taxes assessed against said property, being $68.40 for the current tax year, said <br /> <br />authorization being given with the understanding that this is a separate and isolated <br /> <br />case and that no precedent is hereby established whereby similar action in any other <br /> <br />or future cases could be required or expected. <br /> <br />Council concurred with the City's administrative staff in its conclusion that curb-and- <br /> <br />gutter authorized for North Street be constructed only in accordance with the City's <br /> <br />shared-cost policy and pursuant to the Public Works Department's recommendation that <br /> <br />the roadway width be reduced and "No Parking" signs be erected in order that property <br /> <br />owners be spared the expense of removing certain stone and/or cinderblock walls along <br /> <br />the fronts of their property to allow for the initially-proposed 30' roadway. It was <br /> <br />reported that all property owners, with the exception of one who owns approximately <br /> <br />125' frontage, are agreeable to the revised roadway-width proposal. <br /> <br />Upon recommendation of the City's administrative staff, Council unanimously adopted <br /> <br />the following resolution requesting Federal financial assistance and/or aid toward <br /> <br />the cost of conducting a Mass Transit Technical Study for Martinsville and the adjacent <br /> <br />urban areas within Henry County: <br /> <br />WHEREAS, a Mass Transit Technical Study is proposed for the City of <br />Martinsville, Virginia, and for adjacent urban areas of Henry County; and <br /> <br />WHEREAS, the Secretary of Transportation is authorized to make grants for <br />mass transportation projects under authority of the Urban Mass Transportation <br />Act of 1964, as amended; and <br /> <br />WHEREAS, the contract for financial assistance will impose certain obligations <br />upon the applicant, including the providing by it of the local share of <br />project costs; and <br /> <br />WHEREAS, it is required by the U. S. Department of Transportation, in <br />accordance with the provisions of Title VI of the Civil Rights Act of <br />1964, that in connection with the filing of an application for assistance <br />under the Mass Transportation Act of 1964, as amended, the applicant give an <br />
