<br />'4" <br />I fW <br /> <br />TUESDAY <br /> <br />DECEMBER 10, 1974 <br /> <br />2. The City of Martinsville will develop and maintain an industrial <br />cost recovery system which shall require all present and future <br />industrial users to pay that portion of the grant amound allocable <br />to the treatment of waste from such users, pursuant to the <br />requirements of 40 CFR 35.928 and related sections. Included <br />is the letter of intent from Sale Knitting Company (Division <br />of Tully Corporation of Virginia), the only significant industrial <br />user served by the proposed facilities. The City of Martinsville <br />will assist the Henry County Public Service Authority in setting <br />up an industrial cost recovery system. <br /> <br />3. The City of Martinsville will develop and maintain a user charge <br />system to assure that each recipient of service within the facility's <br />service area will pay for its proportionate share of operation-and- <br />maintenance costs (including replacement as defined in 40 CFR <br />35.905.17), as defined in 40 CFR 35.935-13 and related sections. <br />Enclosed, herewith, is the City's existing user charge system which the <br />City will revise, if directed to do so by the Environmental Protection <br />Agency, to conform to the above-referenced regulations. The proposed <br />facilities would be a regional treatment plant and would serve portions <br />of Henry County, Virginia. User rates for Henry County would be as <br />outlined in the Sewage Treatment Contract between the City of Martinsville <br />and the Henry County Public Service Authority, dated January 1974, and the <br />proportional rate schedule adopted by said Public Service Authority on <br />September 16, 1974, also herewith included. If these user charge systems <br />are not approved, the systems will be revised according to the following <br />schedule: <br />A. User charge system to be redrafted and submitted to EPA for <br />preliminary review and comment within 300 days after <br />acceptance of the grant offer; and <br />B. Submission of revised user charge system to the appropriate <br />governmental entity(ies) for adoption within 100 days of <br />receipt of EPA's comment on draft. <br /> <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br /> <br />Name(s) of entity(ies): <br />City of Martinsville, Virginia <br />Henry County Public Service Authority (Virginia) <br /> <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br /> <br />City Manager Noland briefed Council on further application of Federal Wage-&-Hour laws to <br /> <br />City personnel, meanwhile notifying Council that the following work cycles are being <br /> <br />established and are hereby declared for the following departments and/or divisions: <br /> <br />Fire Department . . . . . . . . <br />Police Department*. . . . . . . <br />Prison Farm Division (of Public <br /> <br />Works) <br /> <br />2l-day cycle; <br />28-day cycle; <br />l4-day cycle. <br /> <br />and <br /> <br />* effective December 15, 1974 <br />
