<br />~40 <br /> <br />TUESDAY <br /> <br />DECEMBER 10, 1974 <br /> <br />Sec. 6-5. Fiscal, budget and tax year; tax rates. <br /> <br />The fiscal year, budget year and tax year, for taxes levied on <br />real estate, tangible personal property, and machinery and tools, <br />shall begin on the first day of July and shall end on the thirtieth <br />day of June of the succeeding year; and, in addition, there shall <br />be a short fiscal tax year commencing on January 1, 1975 and ending <br />on June 30, 1975, which levies shall be subject to the power of <br />Martinsville City Council to change the rate of any such levy during <br />any fiscal year. The tax year for all other taxes shall be fixed by <br />Council by ordinance. The rates of all other taxes and levies, <br />except on new sources of tax revenue, shall be fixed as of the <br />beginning of the tax year; however, nothing in this section shall be <br />construed in such a manner as would interrupt the effect of such <br />continuing tax ordinances as have already been adopted or may <br />hereafter be adopted by said Council. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists and that this <br />ordinance be, and the same hereby is, passed this tenth day of December, 1974, <br />and shall take effect on December 15, 1974. <br /> <br />Through its Chairman, Mr. George W. Brown (Assistant City Manager & Director of Public <br /> <br />Works), the CBD Commission reported that land becoming vacant as buildings thereon are <br /> <br />demolished, within Phase One of the CBD project, being certain properties already acquired <br /> <br />by the Martinsville Redevelopment & Housing Authority, will immediately be prepared for <br /> <br />limited (two-hour) off-street parking for downtown shoppers. The Commission also <br /> <br />reported that it has received no response to its recent written purchase offer made to <br /> <br />Mr. George C. Salmons for the Salmons property within Phase One of the CBD project and, <br /> <br />accordingly, the Commission now recommends that comdemnation proceedings be instituted <br /> <br />for the acquisition of said property. Upon motion, duly seconded and unanimously <br /> <br />carried, Council accepted this recommendation and so authorized such proceedings. <br /> <br />Meanwhile, pursuant to Council's recent authorization, Commission Chairman Brown reported <br /> <br />that investigation has been made and completed toward enlarging and extending the scope of <br /> <br />a comprehensive plan recently completed for the City by its consulting engineers, Wiley & <br /> <br />Wilson, to provide additional data necessary to preparing and filing a grant application <br /> <br />under the Community Development Act, meanwhile recommending that the enlarged study be <br />
