<br />33 <br /> <br />TUESDAY <br /> <br />NOVEMBER 12, 1974 <br /> <br />.- <br /> <br />prepared, for the upgrading of the City's sewage treatment plant, emphasizing particularly that <br /> <br />these stipulations and requirements will necessitate adoption by the City of an entirely new <br /> <br />and different sewer service tariff as well as a "users ordinance". <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, an <br /> <br />application for a Special-Use Permit, as filed by The Lester Corporation, to allow petitioner <br /> <br />to construct a twelve-unit apartment building on Lots Nos. 11 and 12, Section B, on Randolph <br /> <br />Street. The record of Council's action in this matter noted that Councilman Morton W. Lester, <br /> <br />being President of The Lester Corporation, abstained from voting. <br /> <br />Council also referred to the Planning Commission, for its consideration and recommendation, a <br /> <br />petition filed by Sale Knitting Company, Inc., a division of Tully Corporation of Virginia, <br /> <br />requesting the closing and abandoning of all of Fontaine Street, as situated east of Franklin <br /> <br />Street, in favor of petitioner as owner of all abutting property except the right-of-way <br /> <br />intersection at Commonwealth Boulevard. <br /> <br />After receiving a status report on the current CBD redevelopment project, Council appointed <br /> <br />Mr. James Van Vleck, recently-elected President of the Martinsville-Henry County Chamber of <br /> <br />Commerce, to membership on the CBD Commission, succeeding Mr. H. W. Bartholomay, immediate <br /> <br />past President of the Chamber of Commerce. Council also appointed Councilman G. S. Fitz-Hugh, Jr., <br /> <br />as representative from Council, to membership on said Commission, meanwhile requesting former <br /> <br />Councilman W. Donald Hartford (initially appointed as a member-representative from Council) to <br /> <br />continue his membership as a citizen-menlber of the Commission. In connection with the CBD <br /> <br />redevelopment project, Council authorized City administrative officials to confer with the City's <br /> <br />consulting engineers as to details and cost of extending and enlarging the scope of the current <br /> <br />comprehensive plan now in process of being prepared for the City, to provide additionally required <br />
