<br />.....0 <br />~j t <br /> <br />TUESDAY <br /> <br />NOVEMBER 12, 1974 <br /> <br />City Manager Noland reviewed with Council certain proposed changes recommended for the <br /> <br />City's Charter, which changes would up-date said Charter to parallel certain recently-enacted <br /> <br />state statutes, after which review Council unanimously authorized a duly-advertised public <br /> <br />hearing to be conducted on said proposed changes at a forthcoming Council meeting during the <br /> <br />month of December, 1974, preparatory to submitting same--if then approved--to the forthcoming <br /> <br />1975 Virginia General Assembly for enactment. <br /> <br />Upon recommendation of the City's administrative staff, Council accepted a dedication of <br /> <br />right-of-way from Bennett & Wilson, Inc., on the northwest side of Starling Avenue near or <br /> <br />opposite its intersection with Forest Street, whereby the existing alignment on said <br /> <br />northwest side of Starling Avenue can be revised better to accommodate traffic flow, with the <br /> <br />understanding that the City will construct some seventy feet of sidewalk on said northwest side <br /> <br />and to enable the City at some future date to widen said street at this location and extend <br /> <br />said sidewalk. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted a donation of $3,600.00 <br /> <br />from the Martinsville Community Recreation Association toward the purchase of poles for the <br /> <br />lighting of the Junior Pony League Field at Southside Park, with the understanding that an <br /> <br />additional sum of $6,400.00 will be donated by this organization for said project if the City <br /> <br />will construct and install said lighting, estimated to cost a total of $16,000.00-$17,000.00. <br /> <br />Council also authorized acceptance of the sum of $2,000.00 being donated by the City's <br /> <br />Recreation Department from other-than City funds, appropriating both the $3,600.00 and the <br /> <br />$2,000.00 for the purpose donated, meanwhile authorizing the proceeding with the lighting of <br /> <br />said field. <br /> <br />Through Assistant City Manager-Public Works Director George W. Brown, Council was apprised <br /> <br />of stipulations and requirements of the Federal Environmental Protection Agency and the <br /> <br />State Water Control Board pertaining to Federal-State funds, for which application is being <br />
