Whitlow for some 23 years of activity in and coaching a <br /> <br />team in the Pony League, and Mr. Bill Freeland for serving in the youth baseball <br /> <br />program and in many capacities in various youth programs. Mayor West presented <br /> <br />each of the three .with a ~laque" one being presented in absentia to Mr. Fre~land, <br /> <br />who could not be present, with an expression of the City's appreciation for their <br /> <br />volunteer services and a citation of the spirit behind the inscriptions on the <br /> <br />plaques presented. <br /> <br />The City Manager recounted recent developments in the expansion of the City Electric <br /> <br />system, beginning with the completion of the Aaron Street substation some three years <br /> <br />previously, and alluded to the long standing plan of the City to place money in each <br /> <br />annual budget to cover system expansion and improvement, as a capital outlay item, <br /> <br />with the explanation that as monies were appropriated for future use any unexpended <br /> <br />funds had been placed in a surplus account at the close of each fiscal year. It was <br /> <br />explained that subsequent to a decision to install the next substation on Indian Trail, <br /> <br />property had been acquired and that last September materials had been purchased for <br /> <br />a total sum of $138,689.36, for installation at the upcoming Indian Trail substation, <br /> <br />and its necessary appurtenances, in order to secure delivery of materials at the <br /> <br />proper time and to ~edge against rapidly rising costs of such materials, and that on <br /> <br />April 17 bids had been opened with the result that six contractors had made construction <br /> <br />proposals with the lowest representing a new low bid of $142,404.98 to which sum would <br /> <br />be added the materials purchased as well as the cost of land, engineering and <br /> <br />site development, for arrival at a total cost figure. After consideration of the bids, <br /> <br />and the situation, Council withheld approval of using sufficient Electric Department <br /> <br />surplus funds to complete the project, until more definite information is known about <br /> <br />the City budget for the upcoming fiscal year, within a few weeks. <br />
