<br />26 <br /> <br />TUESDAY <br /> <br />APRIL 23, 1974 <br /> <br />Upon being advised that the Commissioner of Revenue needs an expression from City <br /> <br />Council as to any thought of a possibility or changing the present ratio of 60% of <br /> <br />assessed values, for establishing the tax base of the City, motion was made by <br /> <br />Mr. Boaz, seconded by Mr. Lester, that the City tentatively agree to continue the <br /> <br />60% ratio, subject to change if the need for change should develop in the immediate <br /> <br />future. <br /> <br />The City Manager explained that recently City Council had designated two citizens to <br /> <br />serve as the City's representatives on the Regional Drug Abuse Control Council and that <br /> <br />the Drug Council needs to expand its membership, by the designation of a citizen of <br /> <br />Martinsville to serve as an at-large member, and having been advised that the Drug <br /> <br />Abuse Control Council had recommended the appointment of Mr. Bill Rodeis as the <br /> <br />at-large member from the City, Council unanimously endorsed the appointment of <br /> <br />Mr. Rodeis. <br /> <br />,- <br /> <br />Mr. James H. Stone appeared before Council with the explanation that he had applied <br /> <br />to the City Manager for a special permit to operate a public dance on a Friday night <br /> <br />early in June, with the duration of the dance, which has come to be called the "June <br /> <br />German" until the early morning hours of the Saturday in question but that the City <br /> <br />Manager had refused to permit the dance to go on beyond the J A., M. hour and that he <br /> <br />was appealing to City Council to override the decision of the City Manager, the right <br /> <br />granted to him as applicant under the terms of Section ll-lO of the City Code, as <br /> <br />amended on February l2, 1974. At this point the City Manager explained that he had <br /> <br />advised the applicant, in writing, of his decision not to extend the time of the <br /> <br />dance for the basic reasons that an all-night dance carries with it a high potential <br /> <br />for problems, in the form of disorder, and that the provision of adequate police <br /> <br />protection had been an increasing problem for the past few years.
