267

TUESDAY

APRIL 23, 1974

consolidation of the remaining precincts had been carried out according to Council's

prior approval. It was agreed also that following the upcoming May 7th election the

Electoral Board would restudy the voting process, in light of the consolidation and other

factors, to determine whether any further recommendation for change might be forthcoming.

Upon being advised that the City Planning Commission is willing to conduct a public hearing,

jointly with City Council, on the proposal of the Martinsville Volunteer Fire Company, Inc.,

that the City re-issue the Special-Use Permit to allow the Fire Company to continue its

annual Bazaar, Council directed that there be a legal advertisement of a joint public

hearing, to be held at Council's meeting on May 28, 1974.

Mayor West explained that it had been the policy of City Council to designate a

Certified Public Accountant to perform the audit of the City's financial records on a

three-year basis but that in light of the illness of the Director of Finance it has

been necessary for the Finance office staff and the City Manager to frequently confer

with the presently designated auditor, and that such consultation would need to

continue possibily beyond the close of this fiscal year. Council endorsed the

recommendation of the City Manager, that the Council set aside its three-year policy

for one year only, and thus unanimously designated the firm of Rothgeb, Miller and

Sells to perform the audit of the City's records for the fiscal year which will end

June 30, 1974.

,..-

Mr. Ray Loman, President of the Martinsville Community Recreation Association, Inc.,

appeared before Council with the explanation that for the seventh consecutive year

the Virginia Recreation and Parks Society had recognized various community volunteer

leaders and that the Society is honoring three local citizens this year. Mr. Mac Bouldin

was recognized as the second oldest active member of the local Boy's Pony League baseball

program, having been active for some 22 years, now as President of the Boy's Pony League
