<br />24: <br /> <br />TUESDAY <br /> <br />FEBRUARY 12, 1974 <br /> <br />2. The City Manager may grant or refuse the permit within three (3) <br />calendar days from the date of the receipt of application, or he may <br />cancel or revoke any such permit after it has been issued if he shall <br />learn that the same was procured by fraud or false representation or <br />that the applicant has failed to comply with the provisions of this <br />ordinance or the terms of the permit or has violated any ordinance <br />of the City or any laws of the Commonwealth in connection with the <br />application for or the use of the permit, or for any other reason <br />which, in the opinion of the City Manager, will be detrimental to <br />the public peace, health or welfare. Any person may appeal to the <br />City Council from any decision of the City Manager. <br /> <br />The City Council is authorized to review any action of the City <br />Manager relative to refusal to issue a permit, or on the revocation <br />of a permit previously issued, and the action of the City Council <br />shall be final. <br /> <br />3. It shall be unlawful for any person to maintain, conduct, or <br />operate any public dance between the hours of 1:00 a.m. and 7:00 p.m., <br />without having first obtained a special permit from the City Manager, <br />application for which shall have been made at least ten (10) calendar <br />days in advance of the date of such dance. <br /> <br />However, it shall be unlawful for any person to maintain, conduct or <br />operate any public dance between the hours of l2:0l a.m. and 12:00 <br />o'clock midnight of any Sunday. <br /> <br />4. Any person violating this section shall be punished as provided in <br />Section 1-6 of the Code of the City of Martinsville. <br /> <br />After consideration of a request from the West Piedmont Planning District Commission that <br /> <br />the City designate two citizens as representatives on a newly-formed Regional Abuse (Drug) <br /> <br />Control Council, Mr. Frank Gravely and Mrs. Emily Young were designated as the City's <br /> <br />official representatives on this body. <br /> <br />Whereas the City budget for the current fiscal year carries an appropriation of $700 <br /> <br />as the City's share of the budget of the Regional Mental Health and Mental Rehabilitation <br /> <br />Services Board, more commonly known as a "Chapter lO Board", Council gave its tentative <br /> <br />approval to a 1974-75 fiscal year appropriation of $855.33 as the City's allocation to <br /> <br />the Chapter 10 Board's budget for the next fiscal year. <br /> <br />- <br /> <br />Council gave consideration to the official written notice of Southwestern Virginia Gas <br /> <br />Company's petition to the State Corporation Commission to allow the Company to bring about <br />
