At approximately 8:30 P. M., after arrival <br /> <br />of members of the Henry County Board of Supervisors, accompanied by the five members of <br /> <br />the Henry County Public Service Authority, as well as various other County officials, <br /> <br />Mayor West again called Council to order and welcomed the County officials to the meeting, <br /> <br />and noted the high significance of their visit. The two negotiators who had been officially <br /> <br />designated by the City and County, respectively, made a joint appearance and statement <br /> <br />to those present, that the two negotiators had met extensively with their respective <br /> <br />bodies and their staffs, and that they had come to an agreement on a contract, which <br /> <br />they then presented to City Council for its official consideration, with the explanation <br /> <br />that immediately prior to their arrival at the Council Chambers the Henry County Board of <br /> <br />Supervisors had officially authorized the Public Service Authority to execute the proposed <br /> <br />contract, insofar as official sanction of the Board of Supervisors was necessary, and that <br /> <br />the Henry County Public Service Authority had officially agreed to execute the proposed <br /> <br />contract. The two negotiators then explained the salient features of the proposed contract, <br /> <br />twenty-six legal pages in length, and expressed their joint satisfaction with the terms of <br /> <br />the negotiated contract, and stated their appreciation for the assistance provided by the <br /> <br />staffs of the respective agencies. Mr. Melvin Brown, Chairman of the Henry County Board <br /> <br />of Supervisors, expressed the satisfaction and appreciation of the County government for <br /> <br />the reaching of this important milestone, and predicted that other far reaching cooperative <br /> <br />ventures would be forthcoming. Motion was made by Mr. Hobson, seconded by Mr. Boaz, and <br /> <br />carried on the unanimous vote of all members of Council, the Mayor and Acting Clerk were <br /> <br />duly authorized to execute, in the name of the City of Martinsville, the sewage treatment <br /> <br />contract between the City of Martinsville and Henry County Public Service Authority, with <br /> <br />the contract to be effective as of the date of the meeting. After numerous expressions <br /> <br />of satisfaction for the hallmark event, as evidenced by the execution of such an important <br /> <br />inter-governmental contract, Mayor West thanked, in the name of the City, the participants, <br />
