<br />21 <br /> <br />TUESDAY <br /> <br />JANUARY 22, 1974 <br /> <br />Councilman Lester introduced the subject of certain personnel records, involving length of <br /> <br />,- <br /> <br />service and salaries of employees of the West Piedmont Planning District Commission, stating <br /> <br />that the information should be provided to City Council. It was pointed out also that the <br /> <br />Board of Supervisors of Henry County had recently requested specific information of this <br /> <br />nature from the Regional Planning Agency, whereupon Mr. Lester moved that the WPPDC be <br /> <br />requested to furnish personnel information as follows: <br /> <br />1. The name of each staff member, including the Director. <br /> <br />,~ <br /> <br />2. The date of employment of each. <br /> <br />3. The current salary level of each employee. <br /> <br />4. The proposed salary level of each employee as requested in the staff <br />proposal presented to the West Piedmont Planning District Commission for <br />Fiscal Year 74-75. <br /> <br />Following Mr. Boaz's second to this motion, there was considerable discussion, including the <br /> <br />view of Councilman Hobson that he did not agree with all of the points raised in the motion, <br /> <br />that it might cause unrest among the employees and that there could be disadvantages. <br /> <br />Councilman Hartford questioned whether Council should become officially involved in this <br /> <br />question and that he understood that if any member of the Council wanted to see the records he <br /> <br />should ask the Executive Secretary of the WPPDC for such a privilege and that should it not <br /> <br />be granted he thought that there would be redress, by taking the matter to the Executive <br /> <br />Committee of the Regional Planning Agency. Mr. Lester explained that he felt that any member <br /> <br />of the Commission should have access to the information, thus being better able to carry out <br /> <br />his responsibility of determining equity among employees and that public funds must be <br /> <br />guarded. The question having been put, those voting in favor of the motion were Mr. Boaz, <br /> <br />Mr. Lester and Mr. West, with Councilman Hobson and Hartford voting in the negative, whereupon <br /> <br />Mayor West declared the motion to have carried. <br /> <br />Mayor West explained that the next agenda item, a most significant one, had to do with <br /> <br />City-County negotiations which had been going on for some time, as to a sewage treatment <br />
