<br />J~ <br /> <br />FRIDAY <br /> <br />DECEMBER 7~ 1973 <br /> <br />the same three members being present as hereinbefore noted, and immediately--upon <br /> <br />motion, duly seconded and unanimously carried--went into Executive Session to receive <br /> <br />additional staff briefings on said proposed contracts. Shortly before 2:30 P. M., <br /> <br />Council reconvened into regular (special) session and recognized the presence of <br /> <br />Mr. Melvin Brown (Chairman) and Mr. Jack Dalton of the Henry County Board of <br /> <br />Supervisors, Mr. John Longmire, Henry County Administrator~ and Mr. Robert Grant, <br /> <br />Executive Director of the Henry County Public Service Authority. Chairman Brown <br /> <br />informed Council that he and Mr. Dalton were present only as individuals and not <br /> <br />in any official capacity inasmuch as the invitation extended by Council (from its <br /> <br />morning session) did not permit sufficient time for the Supervisors to convene <br /> <br />officially, i.e., meet the time and notice requirements for conducting a special <br /> <br />meeting. <br /> <br />Upon motion, duly seconded and unanimously carried, Council invited these <br /> <br />representatives to meet with Council in an Executive Session to discuss further <br /> <br />the proposed sewer service contracts, which invitation these representatives <br /> <br />accepted. At the conclusion of said Executive Session, Council reconvened <br /> <br />into regular (special) session where, through Assistant City Manager <br /> <br />George W. Brown, the City administration informed Council that it (the <br /> <br />administrative staff) could not recommend to Council the Henry County <br /> <br />Public Service Authority's proposed counter-agreement. Then, upon <br /> <br />recommendation of the City's administrative staff, Council unanimously approved <br /> <br />the following agreement, authorizing Vice-Mayor Boaz to execute same on <br /> <br />behalf of the City, for immediate relay to the Public Service Authority and <br /> <br />for presentation to the State Water Control Board at its meeting to be held <br /> <br />in Richmond, Virginia, December 11, 1973~ at which meeting both the City and <br /> <br />".. -"--'_._-----------... <br />
