<br />.86 <br /> <br />TUESDAY <br /> <br />NOVEMBER 27, 1973 <br /> <br />City-owned strip of land situated north of Copenhaver Printing Company and lying <br /> <br />generally between Jones Street and the "Old City Shop", for a period of two years <br /> <br />from the first day of December, 1973 (and ending November 30, 1975), with right <br /> <br />of automatic extension for one additional year. <br /> <br />Council continued for consideration in Executive Session, if called, a report <br /> <br />on the status of negotiations now in process between the City and the Henry <br /> <br />County Public Service Authority regarding regional sewerage facilities and <br /> <br />the allocation thereof. <br /> <br />Upon recommendation of D. B. Hanel, Commissioner of the Revenue, Council <br /> <br />authorized the Commissioner to issue required local business licenses, without <br /> <br />charge, to (1) the local public school "SCAT" program and (2) to the Anchor <br /> <br />House, inasmuch as both are non-profit organizations engaged in, among other <br /> <br />worthwhile projects, finding "odd jobs" for local youth who are willing to work <br /> <br />and, also, encouraging and supervising these young people in such work. <br /> <br />Pursuant to request of Mr. Douglas K. Frith, Attorney at Law and Counsel for <br /> <br />Martinsville Cable Vision, Inc., and with the record showing that Mayor West <br /> <br />(because of his peripheral interest in firm of petitioner) took no part <br /> <br />either in the discussion of this matter or in Council's action thereon, Council. <br /> <br />placed upon first reading--and authorized the advertising of appropriate notice <br /> <br />thereof--the following ordinance proposing certain amendments to the CATV Franchise <br /> <br />originally granted under date of March 22, 1966 and subsequently assigned and <br /> <br />transferred to petitioner: <br />
