<br />16 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11, 1973 <br /> <br />for public safety operating-maintenance expenditures; $30,000.00 being for public <br /> <br />transportation operating-maintenance expenditures; and $200,047.24 being for <br /> <br />capital expenditures for housing and community development). <br /> <br />Continuing its consideration of the Henry County Public Service Authority's <br /> <br />request--filed March 13, 1973--that the sewer service contract executed between <br /> <br />the City and the PSA on April 27, 1971, be amended and enlarged to encompass <br /> <br />additional areas outside the City~ corporate limits, and upon advice of the City's <br /> <br />special counsel involved in this matter, Council agreed to take this matter <br /> <br />up in Executive Session only to the extent of receiving a legal briefing thereon. <br /> <br />Council also deferred to said Executive Session an inquiry concerning a parcel <br /> <br />of land in the City's Industrial Park. <br /> <br />Traffic & Planning Director Irving R. McGhee informed Council that the Virginia <br /> <br />Department of Highways has recently received bids for the installation of <br /> <br />computerized traffic controllers to replace obsolete controllers in the downtown <br /> <br />area of Martinsville, and is ready to let a contract to the lowest bidder--with <br /> <br />the City's shared-cost to amount to $20,911.50, which funds have been budgeted-- <br /> <br />subject to execution by the City of an agreement or contract thereon and therefor <br /> <br />with the said Department of Highways; whereupon motion, duly seconded and <br /> <br />unanimously carried, Council authorized City Manager Noland to execute said <br /> <br />agreement or contract on behalf of the City of Martinsville. <br /> <br />Electric Department Director Robert I. Corekin reported to Council the fact that <br /> <br />the City's 300KW generator at the City's hydro-electric plant has been out of <br /> <br />service since July 7, 1973, because of insulation breakdown (as a function of <br /> <br />age, said generator being 38 years old) and that to repair same--which he and <br />
