Continuing its consideration of the Henry County Public Service Authority's request--filed March 13, 1973--that the sewer service contract executed between the City and the PSA on April 27, 1971, be amended and enlarged to encompass additional areas outside the City~ corporate limits, and upon advice of the City's special counsel involved in this matter, Council agreed to take this matter up in Executive Session only to the extent of receiving a legal briefing thereon. Council also deferred to said Executive Session an inquiry concerning a parcel of land in the City's Industrial Park. Traffic & Planning Director Irving R. McGhee informed Council that the Virginia Department of Highways has recently received bids for the installation of computerized traffic controllers to replace obsolete controllers in the downtown area of Martinsville, and is ready to let a contract to the lowest bidder--with the City's shared-cost to amount to $20,911.50, which funds have been budgeted-- subject to execution by the City of an agreement or contract thereon and therefor with the said Department of Highways; whereupon motion, duly seconded and unanimously carried, Council authorized City Manager Noland to execute said agreement or contract on behalf of the City of Martinsville.
