Gray, Council authorized the transferring of estimated <br /> <br />balances of certain categorical appropriations to other categorical appropriations <br /> <br />in order to meet certain needs in those certain accounts which presently have <br /> <br />insufficient funds, all with the understanding that this will meet Federal-State <br /> <br />requirements and will represent no net increase in cost to the City. <br /> <br />By notice dated April 4, 1973, Southwestern Virginia Gas Company informed the <br /> <br />City that the gas company is submitting a computation of Purchased Gas Cost <br /> <br />Adjustment to the State Corporation Commission for its approval, in order that <br /> <br />the gas company may recover an increase--already approved by the Federal Power <br /> <br />Commission as of April 1, 1973--of the cost of gas purchased. The gas company <br /> <br />also informed the Council that this adjustment represents an increase of 1.6~ per <br /> <br />MCF (or 0.16~ per CCF) and will reflect approximately one percent increase on the <br /> <br />average residential gas bill. <br /> <br />Council referred to the Planning Commission, for its consideration as to required <br /> <br />zoning covenants, a petition filed by Mr. Barton Hines and Mr. Lester Bowman, on <br /> <br />behalf of 220 Mobile Home Sales, requesting water and sewer connections (service) <br /> <br />at this firm's location outside the City's corporate limits, at the intersection <br /> <br />of Commonwealth Boulevard and Route 220 North. <br /> <br />With reference to Councilman Hobson's recent inquiry concerning the need either to <br /> <br />improve the N&W underpass on Route 57 west to accommodate large trucks or to <br />
