Brown reported that the <br /> <br />basic design and construction of this underpass do not lend themselves to revisions <br /> <br />and modifications and that the only alternative would be the complete reconstruction <br /> <br />of said underpass, preferably in relation to the 1969 Thoroughfare Plan and upon the <br /> <br />condition that the State of Virginia underwrite 85% of the cost; otherwise, the <br /> <br />reconstruction would be at the City's 100% cost. Meanwhile, it was suggested that <br /> <br />appropriate and/or additional signs be placed to forewarn this type of traffic and <br /> <br />.'- <br /> <br />divert same to other routes. <br /> <br />In response to inquiry, Assistant City Manager Brown informed the Council and the <br /> <br />public that the recently-approved refuse collection system proposal--scheduled to <br /> <br />have gone into effect April 1, 1973--hopefu11y will begin April 16th; that refuse <br /> <br />collection-disposal problems here are not peculiar to Martinsville, inasmuch as <br /> <br />all municipal governments are experiencing the same problems, meanwhile requesting <br /> <br />the public's cooperation and understanding; and (that) the next Clean-Up Fix-Up <br /> <br />campaign will begin April 16th and continue through April 30th. <br /> <br />Mr. W. B. Muse appeared before Council and noted that a tremendous change in <br /> <br />character and volume of traffic has recently taken place along Fayette Street, <br /> <br />presumably because of the new re-routing of Route 57 along Commonwealth Boulevard <br /> <br />and Market Street to West Church Street. Councilman Hartford, Chairman of the <br /> <br />Highway Safety Commission, along with Police Chief Frank Gard, informed Council <br /> <br />that traffic volume has recently increased on all major streets and that the <br /> <br />Commission is giving serious study to these traffic problems. <br /> <br />- <br /> <br />Council was adjourned. <br /> <br />C <br /><,i^,.~-,,'.?---"""--"..--:"'~'").'-"'________ <br /> <br />W.
