<br />E <br /> <br />TUESDAY <br /> <br />FEBRUARY 27, 1973 <br /> <br />,,- <br /> <br />in the City, to gradually carry out the expectations set forth in Martinsville's <br /> <br />thoroughfare plan which was formally approved on April 14, 1970. After a <br /> <br />discussion, it was determined that the most feasible approach is to embody the <br /> <br />whole situation in a formal resolution which, on motion of Mr. Lester, seconded <br /> <br />by Mr. Hartford, was adopted unanimously, as follows: <br /> <br />--- <br /> <br />WHEREAS, on April 14, 1970, the Council of the City of Martinsville, Virginia <br />approved the l1Martinsville Thoroughfare Plan (1969)tI, as prepared by the <br />Virginia Department of Highways, which plan includes a proposed street <br />identified as "Preston Street, Brown Street and Mulberry Roadll as shown <br />on Plate 59 of said thoroughfare plan. This proposed street extends from <br />the intersection of Oakdale Street and Mulberry Road in a northwesterly <br />direction along Mulberry Road to Starling Avenue, along Mulberry Street <br />Extension to Cleveland Avenue (which segment has been completed, along <br />Water Street and thence across Ellgworth Street to Brown Street, thence <br />along Brown Street and across Broad Street to College Street, thence across <br />Bridge Street, Moss Street and Barton Street to Preston Street, and thence <br />along Preston Street and an extension thereof to West Church Street at a <br />pant between High and Jackson Streets; and a proposed street identified as <br />Bridge Street as shown on Plate 57 of said tkroughfare plan extending from <br />the intersection of West Church Street and Market Street (Rt. 57) in a <br />southerly direction crossing Barton Street and Moss Street, extending to <br />Bridge Street and along Bridge Street crossing the Norfolk and Western <br />Railroad to Memorial Boulevard; and, <br /> <br />WHEREAS, the City of Martinsville desires to proceed with the development <br />and preparation of plans and specifications necessary to the construction of <br />said proposed streets; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-seventh day of February, 1973, that <br />it does hereby request the Virginia Department of Highways to proceed with <br />the development and preparation of said plans and specifications; and, further, <br /> <br />BE IT RESOLVED by said Council that the City of Martinsville hereby agrees to <br />share in and contribute to the cost of preparation of said plans and <br />specifications to the extent of fifteen per centum (15%); and, <br /> <br />BE IT FURTHER RESOLVED and agreed by said Council that, should the City of <br />Martinsville decide at a future date not to build the above described streets, <br />the City will reimburse the Virginia Department of Highways for all cost <br />incurred by the Highway Department covering the preparation of said plans <br />and specifications. <br />
