<br />8- c'~ <br />\,) <br /> <br />TUESDAY <br /> <br />FEBRUARY 27, 1973 <br /> <br />Mr. Lester had requested the matter to be held in abeyance; however, Mr. Lester <br /> <br />having now revised his petition to request a P-2 Professional classification <br /> <br />for fuis property, and in light of a recommendation of the Planning Commission <br /> <br />that the Zoning Ordinance be amended so as to allow the proposed usage in a <br /> <br />P-2 Professional zone, Council directed that there be scheduled a public hearing <br /> <br />on the revised petition to be held at the March 27th meeting. <br /> <br />A representative of James E. Long Construction Company, Inc., of Roanoke, was <br /> <br />present to explain his previously submitted written request for a Special-Use <br /> <br />Permit which would allow the development of a 226-unit apartment complex to the <br /> <br />south of East Church Street and to the east of Salmons Street, in the eastern <br /> <br />section of the City. It was pointed out that on October 10, 1972, Council <br /> <br />authorized the issuance of a Special-Use Permit for the development of slightly <br /> <br />more than 100 units on the same property which is the subject of this petition. <br /> <br />In light of changed ownership and the enlarged scope of the project, it was <br /> <br />agreed that a new Special-Use Permit aplication was in order. Accordingly, <br /> <br />Council unanimously referred the petition to the City Planning Commission for <br /> <br />its report and recommendation. In connection with this revised and enlarged <br /> <br />Special-Use Permit application, Council suggested that the Planning Commission <br /> <br />give consideration to whether there should be an amendment to the Zoning <br /> <br />Ordinance to cover a procedure where ownership of property might change after <br /> <br />issuance of a Special-Use Permit, with the possibility that the new owner be <br /> <br />permitted to proceed under the terms of a previously approved Special-Use Permit. <br /> <br />Council was briefed by Public Works Director-and-Assistant City Manager Brown <br /> <br />on an informal suggestion of the Highway Department that it might be beneficial <br /> <br />to the City's interest to make long-range plans for further street improvements <br />
