<br />~ <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1973 <br /> <br />Further consideration was given to the matter of a new City policy which would <br /> <br />govern the storage and collection of refuse originating from private homes, <br /> <br />pursuant to the proposed ordinance placed on first reading at the January 23rd <br /> <br />meeting of Council. Director of Public Works and Assistant City Manager Brown <br /> <br />presented to Council a resolution which would establish the new policy, <br /> <br />incorporating changes which had been suggested at the previous meeting, <br /> <br />,- <br /> <br />meanwhile explaining that it is the plan to deliver to each residence a <br /> <br />letter explaining the new policy and, if Council approved, a small number of <br /> <br />plastic bags to each residence as an inducement to try the plastic bag containers <br /> <br />and purchase same for their use after the sample bags are used. Various Citizens <br /> <br />present asked questions and made observations about the proposed policy change, <br /> <br />some supporting and some expressing reservations about effects of the change. <br /> <br />On motion of Councilman Boaz, seconded by Councilman Hartford, and carried <br /> <br />unanimously, Council agreed to the expenditure of approximately $2,500 for the <br /> <br />purchase of sample plastic bags, and in the same motion adopted the following <br /> <br />resolution: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this 13th day of February, 1973, that <br />the following policy governing the storage and collection of refuse <br />from residences within the corporate limits of the City of Martinsville, <br />Virginia, is hereby adopted. <br /> <br />PURPOSE <br /> <br />There is hereby enacted a policy establishing a system governing the <br />storage and collection of refuse within the City for reasons of health, <br />sanitation, operating efficiency and economy. This System is designed <br />to reduce rodent and fly problems, reduce damage to refuse cans, provide <br />a quiter collection method, reduce the physical effort required of <br />trash collectors by eliminating the need to carry trash cans, and a <br />reduction in the number of employees required for refuse collection, <br />with a resultant savings to the City in collection cost. <br /> <br />POLICY <br /> <br />Residents of the City are permitted to use plastic bags as liners for <br />City-approved standard 32-gallon refuse cans. When full of trash and <br />garbage, each plastic bag shall be tied and left in the can for <br />collection by the City sanitation employees. <br /> <br />The use of plastic bag liners shall not be compulsory.
