<br />~ <br /> <br />TUESDAY <br /> <br />DECEMBER 12, 1972 <br /> <br />Lester explained that in keeping with the City's successful move toward austerity <br /> <br />in fiscal matters, he felt it important that the Planning District Commission do <br /> <br />likewise and he accordingly made a motion, seconded by Mr. Boaz, and carried <br /> <br />unanimously that the Planning District Commission be advised that the City request <br /> <br />the Commission not to increase its budget for the upcoming fiscal year and that <br /> <br />salary increases, where granted, be not in excess of 5~%, including shifts in <br /> <br />job classifications. <br /> <br />At the previous request of private citizens, there followed a discussion of the <br /> <br />general situation as it involves dogs running at large and related problems. The <br /> <br />City Attorney explained the terms of the existing ordinance, pointing out that the <br /> <br />ordinance, while very broad, stops short of a fence or leash ordinance. He <br /> <br />explained that dogs could roam in the neighborhood of their owners as long as they <br /> <br />are not trespassing on the property of others but that laws of evidence create <br /> <br />misunderstanding in the eyes of the public, because of the fact that citizens who <br /> <br />are adversely affected by dogs must agree to be and indeed must be witnesses in <br /> <br />court proceedings, in order to gain relief in a given situation. After various <br /> <br />citizens had explained problems they had personnaly encountered and following a <br /> <br />discussion of possible solutions and problems which arise each time confinement <br /> <br />of dogs is considered, the City Attorney was asked to suggest a more stringent type <br /> <br />ordinance for Council's consideration for possible adoption. <br /> <br />In further consideration of the Open Space grant application which had been the <br /> <br />subject of the called meeting which was held on December 7, 1972, Mr. Brown, <br /> <br />Chairman of the Central Business District Commission, explained that further <br /> <br />negotiations with HUD indicated the need of incorporating the suggested open area <br /> <br />in the CBD as a part of the City's park program and the revision of the five-year <br /> <br />capital program recently approved, also to incorporate development of the downtown <br /> <br />plaza, motion was made, seconded, and carried unanimously that the resolution to <br />
