H. <br /> <br />Yeaman, wife of the City Clerk of Council and Director of Finance, with the Mayor <br /> <br />wishing for Mr. Yeaman a speedy recovery from surgery, and told Mrs. Yeaman that <br /> <br />Council looks forward to having the City Clerk reoccupy his appointed chair and <br /> <br />again being a vital part of Council's proceedings. <br /> <br />Mayor West then requested Mrs. Paul H. Flora to appear before Council, whereupon <br /> <br />Mr. West note$ her recent retirement, after nine years of service in the City <br /> <br />Library, and presented Mrs. Flora with a check as an expression of the City's <br /> <br />appreciation. <br /> <br />Councilman Lester brought up the matter of a proposal for the amendment of Section <br /> <br />15.1-1405 of the State Code which if amended would permit West Piedmont Planning <br /> <br />District Commission and other such Commissions, to implement projects, under certain <br /> <br />conditions. Mr. Lester explained that the Executive Director of the Commission had <br /> <br />recently appeared before a Regional meeting in Roanoke conducted by the Governor, <br /> <br />at which meeting the Executive Director had endorsed as an individual, the proposed <br /> <br />amendment, but that such endorsement was not the position of the Planning Commission. <br /> <br />Accordingly, Mr. Lester offered a motion, which was seconded by Mr. Hartford and <br /> <br />carried unanimously, that City Council inform the Governor, the various elected <br /> <br />representatives who represent Martinsville, as well as other governing bodies in the <br /> <br />Planning District, that Martinsville City Council opposes any amendment to the State <br /> <br />Code which would grant implementing powers, under any conditions, to District <br /> <br />Commissions.
