<br />'! . <br /> <br />~~ t-... <br /> <br />TUESDAY <br /> <br />DECEMBER 12, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held on Tuesday, December 12, 1972, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M. <br /> <br />Members present were Mayor West, Vice Mayor H. L. Boaz, W. Donald Hartford, William <br /> <br />D. Hobson and Mor~on W. Lester. <br /> <br />Following the invocation, Mayor West explained that before the actual beginning of <br /> <br />the Council meeting it was necessary to carry out certain technicalities pursuant <br /> <br />to the naming, on September 26, 1972, of the seven members of the Industrial <br /> <br />Development Authority of the City of Martinsville. Upon lea~ng that the State <br /> <br />Code requires that the seven members to comprise the Board of Directors must serve <br /> <br />staggered terms, on motion made by Mr. Boaz, seconded by Mr. Hartford and carried <br /> <br />unanimously, Council designated terms of the seven Directors as follows: <br /> <br />Mr. S. Sutton Flythe, Jr. Four Years <br />Mr. Irving M. Groves, Jr. Three Years <br />Mr. Victor A. Lester Three Years <br />Mr. Randolph Isley Two Years <br />Mr. G. S. Fitz-Hugh Two Years <br />Mr. Joseph W. Pritchett One Year <br />Mr. Thomas J. Burch One Year <br /> <br />All seven members of the Authority being present, Mayor West suggested that the <br /> <br />members retire to an adjacent room, in company with the City Attorney, for the <br /> <br />purposes of organizing. Shortly thereafter, the members returned to the Council <br /> <br />Chamber and reported that the group had chosen as its Chairman Mr. Irving M. <br /> <br />Groves, Jr., as its Vice-Chairman Mr. Randolph Isley, and that the group is <br /> <br />appointing City Manager Noland as Secretary and City Treasurer Jack Bouldin to <br /> <br />serve as Treasurer, after which the City Attorney declared the Authority to have <br /> <br />been legally constituted in conformity with State law, with the stipulation that <br /> <br />the staggered terms just designated would be retroactive to September 26, 1972, <br /> <br />the date of their actual appointment by Council. <br />
