<br />incorporate the downtown area in the City's park plan, to read as follows:
<br />
<br />WHEREAS, during a regular meeting of the City Council of the City of
<br />Martinsvi11e, Virginia, held on the 26th day of September, 1972, adopted
<br />an amended plan and report entitled "A Study of Parks and Recreation in
<br />Martinsvi11e, Virginia", dated October, 1967, prepared by the National
<br />Parks and Recreation Association; and
<br />
<br />WHEREAS, during said meeting City Council adopted a five-year Capital
<br />Improvement Program designed to effect said amended and up-dated plan; and
<br />

<br />WHEREAS, a preliminary study and plan of the City's Central Business
<br />District prepared by Evans and Knight, Architects, and Dr. Richard M.
<br />Yearwood, Planning Consultants, recommended the establishment and develop-
<br />ment of an open space area situated in the central business district in
<br />the area bordering Church, Walnut, Bridge and Main Streets; and
<br />
<br />WHRERAS, it is the desire of City Council of the City of Martinsvi11e,
<br />Virginia, to acquire and develop said open~ace area as part of the Parks
<br />and Playground Program and to apply for a Federal Grant under the open
<br />space program to assist in the land acquisition and development of said
<br />park area; now, therefore,
<br />
<br />BE IT RESOLVED by the City Council of the City of Martinsvi11e, Virginia,
<br />in regular meeting assembled this 12th day of December, 1972, that it does
<br />hereby amend said report and plan entitled "A Study of Parks and Recreation
<br />in Martinsvi11e, Virginia", as amended, to include in said plan an area for
<br />acquisition and development, the area as described above bordering Church,
<br />Walnut, Bridge and Main Streets; and
<br />
<br />BE IT FURTHER RESOLVED that the City Council of the City of Martinsvi11e,
<br />Virginia, does hereby amend the five-year Capital Improvement Program
<br />adopted September 26, 1972, to include the acquisition and development of
<br />the above-described open space area.

<br />Said City Council of the City of Martinsvi11e, Virginia, covenants and agrees
<br />that it will appropriate from its general fund such funds as are necessary
<br />for the acquisition and development of said land, subject to receipt of an
<br />anticipated Federal Grant under the open space program for use in assisting
<br />in the acquisition and development of the open space area.

<br />On motion made, duly seconded, and carried unanimously, Council resolved to amend
<br />
<br />the five-year capital program, adopted on December 12, 1972, as follows:

<br />The following capital improvement program is predicated upon a report and
<br />study of parks and recreation for the City of Martinsvi11e, Virginia, as
<br />amended and adopted by the City Council of Martinsvi11e, Virginia,
<br />December 12, 1972.
