<br />J <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1972 <br /> <br />,-' <br /> <br />WHEREAS,' under date of October of 1967, there was prepared for the City <br />of Martinsville, Virginia, by the National Recreation & Park Association, <br />a report and plan entitled "A Study of Parks and Recreation in Martinsville, <br />Virginia", which report and plan (when prepared) not only evaluated the <br />City's recreational programs and facilities at that time but also <br />comprehensively set forth recommendations designed to meet the then-existing <br />needs as well as anticipated needs projected to the year 1985; and <br /> <br />WHEREAS, some of the recommendations set forth in said report having been <br />effected during the interim since 1967, this plan has been amended and <br />up-dated and, parallel thereto and coincident therewith, a five-year <br />capital improvements program has been developed designed to effect said <br />amended and up-dated plan; and <br /> <br />- <br /> <br />WHEREAS, it is the desire and intent of the City of Martinsville to carry <br />out the recommendations of said amended and up-dated plan and, pursuant <br />thereto, with Federal aid for which applications ,have been duly authorized <br />and filed or for which applications may yet be authorized and filed, to <br />appropriate such funds as may be necessary to this end and within the <br />authority and ability of Martinsville City Council so to do; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-sixth day of September, 1972, that <br />it does hereby adopt (1) said report entitled "A Study of Parks and Recreation <br />in Martinsville, Virginia", as amended, and (2) said five-year capital <br />improvements program for recreational facilities for the City of Martinsville, <br />Virginia. <br /> <br />Mr. Ray Loman, operator of City Transit, Inc., informed Council that--in addition <br /> <br />to two new busses just received and put into operation as of date of this <br /> <br />meeting--his firm is in urgent need of a "standby" bus and recommended that <br /> <br />Council authorize the purchase of a used 1962 International bus from the C&C <br /> <br />,,- <br /> <br />Used Bus Company for the sum of $2,100.00; whereupon motion, duly seconded and <br /> <br />unanimously carried, Council authorized the purchasing of said bus for said amount. <br /> <br />During the discussion thereon, two citizens present suggested that Council give <br /> <br />consideration to providing "freell bus service to school students, that steps be <br /> <br />taken to eliminate current ovePerowding of school busses, and that consideration <br /> <br />be given to installing seat-belts in school busses. <br /> <br />Pursuant to an ordinance adopted by Council on April 11, 1972, whereby was created <br /> <br />and established the Industrial Development Authority of the City of Martinsville, <br />
