1 1
_Jo.- __'.

TUESDAY

SEPTEMBER 26, 1972

Virginia, a political subdivision created and established pursuant to Chapter

33 of Title 15.1 of the CODE OF VIRGINIA (1950, and as amended), Council

unanimously appointed the following citizens as Directors of said Authority:

Mr. Thomas J. Burch;
Mr. G. S. Fitz-Hugh;
Mr. S. Sutton Flythe, Jr.;
Mr. Irving M. Groves, Jr.;
Mr. L. Randolph Isley;
Mr. Victor A. Lester; and
Mr. Joseph W. Pritchett.

In acknowledging receipt of additional petitions for curb-and-gutter and/or

sidewalk, Council directed that those petitions for sections of Jordan Street,

Hillcrest Avenue, and Barrows Mill Road be filed for 1973-74 consideration;

however, upon recommendation of Public Works Director Brown and considering

the following as justifiably exceptional cases, Council authorized the including

in the current year's construction program as extensions of current projects (a)

the petition for sidewalk construction along Hillcrest Avenue filed by Kearfott

Memorial Baptist Church and (b) the petition for curb-and-gutter along a section

of Oak Street, being an extension toward Askin Street. MeanWhile, in response to

an inquiry concerning the alledged delay in constructing curb-and-gutter along

Barton Street, Council was informed that not all of the property owners' shared-cost

funds have been collected and, too, the ultimate effect of the down-town project on

this street is yet unknown.

City Attorney David B. Worthy reported that the local American Legion is agreeable

to amending its recent offer pertaining to selling to the City its property at

19 S. Moss Street to the extent that it will accept the total purchase price

in cash, whereby the City might borrow the difference between said purchase price

and the amount currently appropriated (i.e., a difference of $10,000.00) from

local banks at a lesser interest rate, whereupon Council so authorized City Attorney

Worthy and Finance Director Yeaman to handle and proceed on such basis.
