TUESDAY

SEPTEMBER 12, 1972

,--

Through Councilman Hartford, the public was informed that members of Council met on

September 11, 1972, with officials and representatives of other area governmental

jurisdictions, i.e., those within the surrounding area in which Lee Telephone Company

operates, to discuss ways and means of proceeding--in the best interests of all

concerned--and/or taking action in the matter of Lee Telephone Company's recently-

filed rate-increase application before the State Corporation Commission. As a result

of this joint meeting, also attended by most of the area's members of the Virginia

General Assembly, it was decided that a committee of officials from the several

governmental jurisdictions will confer with representatives of the State Corporation

Commission for advice as how best to pursue further this matter.

/-

City l~~nager Noland informed Council that study is being given the question of

whether to discontinue on-street parking meters within the downtown business district,

meanwhile suggesting--at the request and with the concurrence of several businesses

within the district--that this matter be continued to Council's next regular meeting

in order to give the downtown merchants--as suggested by Mr. E. Leo Barker--an

opportunity to conduct a poll among themselves to ascertain their wishes in this

regard. Too, Mr. George Black urged Council to proceed with caution in this matter,

particularly inasmuch as the merchants are approaching the Christmas Season and any

unsuccessful experiment pertaining to customer parking could be most detrimental to

the merchants. Council concuned in these suggestions and the Manager's report, thus

continuing this matter to Council's next regular meeting.

,-

Pursuant to City Manager Noland's recommendation, Council authorized the purchase

from American Legion Pannill Post #42 its property located at 19 South Moss Street

in accordance with the Post's August 18th acceptance of the City's offer to purchase

said property for the sum of $25,000.00, for which $15,000.00 was provided in the
