<br />FRIDAY SEPTEMBER 1, 1972 <br /> <br />and to the State Corporation Commission. In response to an inquiry, Mr. Shelton <br /> <br />Blackwell, Division Commercial Manager of Lee Telephone Company, explained that <br /> <br />his company's proposed rate increases, if effected, would represent an overall <br /> <br />increase of 31% in total operating revenue (i.e., $2,096,309.00 over present <br /> <br />$6,687,515.00 as of December 31, 1971). <br /> <br />/---. <br /> <br />Council continued to its forthcoming September 12th regular meeting further <br /> <br />consideration of a proposal to extend City water and sewer services along <br /> <br />Route 58 East, outside the City's corporate limits. <br /> <br />Council tentatively set the date of September 19, 1972 upon which to confer <br /> <br />with the Henry County Board of Supervisors to consider a regional water-and- <br /> <br />sewer plan under the West Piedmont Planning District Commission. <br /> <br />Mr. Frank D. Fulton, Vice President & Trust Officer of the First National Bank <br /> <br />of Martinsville & Henry County, on behalf of the Central Business District <br /> <br />Study Commission, appeared before Council and reviewed various events in the <br /> <br />conduct of the study, indicating that--at the conclusion of five group meetings <br /> <br />scheduled during the month of September--final plans and recommendations will <br /> <br />be forthcoming, at which time the Study Commission will have completed its <br /> <br />assignment and at which time, if the Council concurs, the Council should <br /> <br />establish appropriate "legal machinery" to investigate and recommend methods <br /> <br />of financing recommended improvements. In addition, Mr. Fulton recommended <br /> <br />that the Council establish itself as the Martinsville Redevelopment & Housing <br /> <br />Authority under Section 2(38) of Chapter 1 of the City Charter to carry out <br /> <br />the recommendations of the Study Commission. Meanwhile, Mayor West appointed <br /> <br />Councilmen Hartford and Lester (with Mr. Lester as Chairman), City Manager <br />
