Michael Grubbs, Administrative Assistant, as set <br /> <br />forth in Mr. Grubbs' memorandum dated December 9, 1977, Council authorizeduwith <br /> <br />Councilman West abstaining from voting--the employing of a person to fill a <br /> <br />laborer position (previously authorized but not authorized to be filled) deemed <br /> <br />necessary to implement the City-sponsored "Winterization Program", being <br /> <br />financed with a VACAA grant of $10,000.00, with the aforementioned laborer <br /> <br />position and a similar position already authorized being financed with CETA <br /> <br />Title II funds. <br /> <br />Council acknowledged receipt of two bids received December 13, 1977 for the <br /> <br />purchase of City-owned property at 514 East Church Street, these being from <br /> <br />Fred T. Renick, M.D., in the amount of $11,011.00, and Miss Jane P. English, <br /> <br />in the amount of $11,214.31. Upon motion, duly seconded and unanimously <br /> <br />carried, Council accepted the bid of $11,214.31 submitted by Miss English <br /> <br />and authorized the execution of deed of transfer therefor. <br /> <br />Council also acknowledged receipt of the following bids received for additional <br /> <br />work, not heretofore authorized, as included in the original and complete plans <br /> <br />for renovating a City-owned buil~ing for a Senior Citizens' Center: <br /> <br /> Base Bid Alternates <br /> (1) (2) (3) <br />Stanley W. Robertson, Inc. $18,500 $4,500 $4,000 $1,500 <br />Council a4knowledged receipt, too, of one-half ($9,856.00) of a Title V grant <br /> <br />through Piedmont Seniors of Virginia (total grant: $19,712.00) and a donation, for <br /> <br />which Council expressed appreciation, from the Martinsville Community Recreation <br /> <br />Association in the amount of $1,200.00, both being for the Senior Citizens' <br /> <br />Center project, (and) which Council appropriated therefor, meanwhile accepting <br /> <br />the base bid of Quality Construction as well as Alternates Nos. 1 and 3 bid(s) <br /> <br />submitted by this firm for said project. <br />
