<br />as <br /> <br />TUESDAY <br /> <br />OCTOBER 25, 1977 <br /> <br />~- <br /> <br />complement provides but one guard for each of these shifts and, also, that the additional <br /> <br /> <br />cost ($14,760.00 for salaries and $2,214.00 for cost of fringe benefits) to add two guards <br /> <br /> <br />will be recovered, for the most part, under the City's agreement or contract with the <br /> <br /> <br />Commonwealth of Virginia for the keeping of State-offense prisoners. Council also <br /> <br />acknowledged an offer from Mr. Ibn Ferrahken, of the World Community of AI-Islam In-The-West, <br /> <br />to conduct periodic discussions with inmates at the City's Prison Farm toward alleviating <br /> <br />internal problems, if any, and toward the human development of the prisoners or inmates. <br /> <br />Mr. Ferrahken also inquired as to Council's reaction to his October 11th proposal concerning <br /> <br />the use of alcoholic beverages in public. <br /> <br />Councilman Oakes requested the City Administration to study--and report back to Council on-- <br /> <br />the status of the proposed extension of Commonwealth Boulevard from its present eastern terminus <br /> <br />to Route 58 East. <br /> <br />- <br /> <br />Upon inquiry of Councilman West, who expressed reticence about posing said inquiry, viz., <br /> <br />whether Council desires and/or whether Council should take an official position with regard to <br /> <br />the State's proposed $125,000,000.00 bond issue (which is subject to the forthcoming November 8th <br /> <br />state-wide bond referendum and which Councilman West, as a member of the State Board of <br /> <br />Community Colleges, has individually and publicly supported thrQugh the "Virginians-For- <br /> <br />Bonds" project), Council went on record as officially and unanimously endorsing the bond <br /> <br />program, noting that same is non-political and has the support of candidates for State offices <br /> <br />from the major political parties in Virginia. <br /> <br />-- <br /> <br />Through Vice-Mayor Cole, Council acknowledged the Finance Director's budgetary report for <br /> <br />the quarter ended September 30, 1977. <br />
